Call for Proposals:
First Nations Environmental Contaminants Program
The First Nations Environmental Contaminants Program (FNECP) (formerly the National First Nations Environmental Contaminants Program (NFNECP)) has issued a call for proposals for 2014-2015 Fiscal year for chemical surveillance, monitoring and risk analysis for First Nations communities in BC.
The FNECP is a chemical surveillance, monitoring and risk analysis program that enables First Nations communities (on-reserve) south of 60° to gather timely and accurate information to identify, characterize and whenever possible reduce human exposures to toxic substances and provide First Nation leaders with an early indication about key chemical contaminants concerns in the community, traditional territory or traditional lands across Canada, creating foundation for risk mitigation action.
The FNECP is an integration of both the National First Nations Environmental Contaminants Program (NFNECP) and the Regional First Nations Environmental Contaminants Program (RFNECP). The program provides funding support directly to First Nation communities/organizations, who partner with public health and/or environmental scientists. Research Projects for the FNECP is funded through the submission and evaluation of Research Proposals from First Nations communities in Canada.
What is chemical surveillance, monitoring and risk analysis?
For the purpose of this Program, chemical surveillance is defined as the monitoring and surveillance of toxic chemicals that are perceived by community members to be elevated and present a risk to their health. The Program encourages particular focus on persistent organic pollutants included under the international Stockholm Convention and heavy metals identified under the Convention on Long-range Transboundary Air Pollution, Protocol on Heavy Metals (see Appendix A in the Funding Application Guide). The risk analysis activities related to this Program consists of two components: risk assessment and risk communication.
